Can I make a balance transfer with a cash advance on the card?

If I take out a cash advance on my current card (A) would I be able to trasfer the balance to a different card (B)?
example-
(A)-credit limit $4500
-purchase amount $0
– cash advance $4500

New card
(B)-credit limit $4500
-unused
*can I make a balance transfer from card (A) to card (B)?

When making a balance trasfer does it matter if the amount being transfered is a cash advance?

    You may want to look at getting a card that is designed for balance transfers. If you take out a cash advance on a regular card, you will get hit with advance fees and higher rates..
