Need cash fast?

I was looking at the website and under the "Balance transfer" section there is an option "Get money for personal use" (and it it saying something like: the check will be mailed to your address, which is etc…). If I do that, do they charge me 3% on it and add it to the balance or do they try to confuse people and treat it like a cash advance once I do that. Did anybody try. Thanks.
